The population was 3,259 at the 2000 census. The city is located within the Town of Waterloo along the Maunesha River.

The Maunesha River is a short tributary of the Crawfish River in south-central Wisconsin in the United States. Via the Crawfish and Rock Rivers, it is part of the Mississippi River watershed. The Maunesha is formed in the town of Bristol in Dane County from a collection of headwaters tributaries flowing from Columbia County. It flows generally westward through northeastern Dane County, northwestern Jefferson County (past the city of Waterloo) and southwestern Dodge County where it joins the Crawfish River in the town of Portland, Wisconsin.

The Jefferson County area has a long and storied history of local and ancient migratory native tribes who worked the land during growing seasons and migrated southward as the hard winters approached. In the early- to mid-1800s these tribes disappated or were driven off the lands in treaties designed to make room for the thousands of eager immigrants pouring into the United States from other parts of the world.

In 1859, when Bradford Hill, who was traveling in his covered wagon, reached this pristine area with the river running in a half circle, he decided he had "met his Waterloo." By special charter, the settlement he began became the village of Waterloo, and consisted of one square mile. In 1861, the original charter was amended to read four square miles, its present size. In April of 1962, Hill's one-acre village had grown enough to become the City of Waterloo.

Today the City of Waterloo has a solid base of industry and an excellent school system, including two Parochial Grade Schools. We have one of the finest EMS and Volunteer Fire Departments in the State of Wisconsin. We are located nine miles from the Interstate Highway System for truck service and have a rail freight line. Our electrical utility features economical rates.

Waterloo, Wisconsin has one of the finest parks in the State of Wisconsin. Fireman's Park features recreational facilities, playground equipment and an antique 1911 C.W. Parker Carousel, fully restored, in mint condition and one of only 150 remaining in the United States. It was purchased from the Curtis Brothers Carnival in 1925, and has been running in beautiful Firemen's Park since that time. It is housed in a typical dome-shaped building. Very recently an antique Band Organ has been added to make the music experience complete.

Waterloo, Wisconsin, is the Wisconsin home of Trek USA, manufacturer of the sleek racing bicycles that Lance Armstrong and the Discovery Channel team have ridden to victories in the Tour de France. On the first weekend of October, beer and bicylces blend on the Tyranena Oktoberfest Boke Ride. Where else but Wisconsin could you combine a great bike tour, a great bicycle manufacturer and a great beer?
